Chicago Tribune from Chicago, Illinois (2024)

and 12 Saturday, April 6, 1946 HOFFMAN LINKS HOUSING SUBSIDY AND 'PET' KAISER Surprised at Fervor for Prebuilt Homes Tribune Press Washington, D. April 5 Rep. Hoffman suggested today that the administration is seeking a 600 million dollar housing subsidy fund to' help finance production of prefabricated homes by Henry J. Kaiser. The congressman expressed surprise thusiasm in a shown house by speech Housing at the Chief en- Wyatt and Stabilization Director Bowles for prebuilt homes, which Hoffman said are "like peas in a pod." Hoffman said early this year Bowles stated that prebuilt home manufacturers should be allowed a profit" on their output, "generous Wyatt has set a of 850,000 units in the next two years.

Bowles Praised Kaiser Recalling that Bowles as OPA chief praised Kaiser as a man of vision and boldness," Hoffman also noted that this administration's pet' has received 103 million dollars in federal loans, or 36 per cent of the total Reconstruction Finance corporation loans outstanding. Hoffman asked, "Is it possible Bowles was intending by his laudatory' references to Kaiser, to put Kaiser into the mass production of prefabricated housing and in a position to receive a substantial part of the 600 million dollar subsidy? We recall that Kaiser has a scheme of his own to manufacture prefabricated homes." Denounces Subsidy Program Denouncing the subsidy proposal, which is pending in congress, Hoffsaid "Wyatt should not be placed in a position where he can use hundreds of millions of dollars, to aid manufacturers of prefabricated houses in the effort to supply veterans not with homes, but with glorified brooder houses. Perhaps veterans and their wives will want an old-fashioned home such as pa and ma had, and not a prebuilt structure. Not every one. likes the same model automobile.

Porter Porter, OPA Bowles, and Wyatt should forget prefabricated, packaged houses, and do something to give veterans an up to date, old-fashioned American home." Chicago EDSON, The 4.0 SUPER-HIGHWAY FINANCING PLAN BEFORE COUNCIL Green Urges 3 Way Cost Sharing The city council yesterday referred to the finance committee for consideration a proposal received by Mayor Kelly from Gov. Green ing a cost sharing agreement among the city, state, and county to finance construction of the Northwest superhighway and the Wacker dr. extension The governor's proposal was outlined to the council in a letter from the mayor, which stated that he had advised Gov.

Green that he believed such an arrangement would be ac. ceptable to the city and that action be taken at once. Northwest Placed First Gov. Green's letter pointed out that expressways are urgently needed. Foremost among them, the governor believed, is the Northwest super highway, and secondly the Wacker dr.

extension which will provide for collection and distribution of downtown traffic flowing from the Congress st. super-road. Council members voted to publish and defer until their next meeting, Monday night, approval of a seven year public works program in Chicago which will cost $298,600,000. Of this amount, $189,860,000 would be raised by bond issues. The balance of the money would come from previously issued bonds and the city's motor fuel tax funds.

share of proposal state introduced by Ald. Bowler chairman of the council finance committee, in the form of a report com the committee. It drew fire from Ald. Waller who argued that the council's approval Monday night would mean inclusion of a large bond issue on the June judiciary election ballot. Urges Early Decision Waller that this election is of the variety, and one charmed, ignored by a large number of voters.

Nevertheless, he said, he favored placing the super highway and airport issues on that ballot, as he deemed these emergency matters. The administration, he charged, is trying to steamroller the program. Ald. Moss supported Waller's stand. He contended the entire issue should be delayed until the council committee on taxation formulates a plan to obtain additional revenue from sources other than real estate taxes.

Ald. Keenan joining Waller and Moss, charged that the huge program will be paid by property. owners thru taxes, regardless of what other promises are made. He also urged the council to move slowly. KELLY PROMISES TO HEED ADVICE IN SCHOOL STUDY Mayor Kelly told the city council yesterday he would consider self bound to follow recommendations of a special committee of university presidents he appointed this week to determine a method of selecting a school board to remove the suspicion of politics.

mayor said all the men had accepted the committee appointment except Dr. E. C. Colwell, president of the University of Chicago, who suggested a committee of wider scope in his letter refusing the appointment. Mayor Kelly said he had written Dr.

Colwell expressing regret at his action, but said further than that not going to get into any controversy with the gentleman." A resolution by Ald. Moss demanding the resignations of James B. McCahey, school board president, and Supt. of Schools Johnson, and a resolution by Ald. Bohling calling for filling future school board vacancies from recommendations by the special withdrawn after the mayor's statement.

A WOMAN DRIVER PLEDGES FEWER SIPS AT PARTIES Tears and a promise to "stay away from too many co*cktails won probation yesterday in Safety court for Mrs. Edna Goulden, 43, of 2552 Oak Franklin Park, on a charge of driving while intoxicated. Thursday, said police, Mrs.

Goulden and a companion got to Karlov av. and Jackson on their way home from a baby shower. Mrs. Goulden, they said, apparently had illusions about some bumping her automobile. Police were called.

They said she was abusive but that there was no evidence of an accident. When Judge George Weiss fined her $100 and costs and ordered her driver's license suspended 60 days, she began to cry. Well, if I put you on probation for one year, what will you do when you go to other showers? the judge asked. "I guess I'll ride buses and street cars," she said. "That isn't what I mean," the guess I'll stay away from too (judge said.

co*cktails." That satisfied the judge, who placed her on one year's probation. Mrs. Goulden wiped away her tears. ALDERMEN TOSS OUT ALL BIDS ON AIRPORT'S CAFE Delay Completion of Terminal Building Completion of the million dollar terminal building at Chicage airport, 63d st. and Cicero was delayed yesterday when the city subcommittee on aviation and finance threw out all bids on the terminal restaurant despite the pleas of Public Works Commissioner Hewitt and Assistant Corporation Counsel Joseph Grossman. Hewitt and Grossman asked acceptance of the bid offered by Marshall Field which offered to build second story on the building to cost $85,000 and to spend $260,000 for furnishing and facilities. The Field bid also offered a minimum guarantee of $2,596 a month under a contract by which the city would receive 5 per cent of the gross and per cent of the net income. Aldermen Explain Action Aldermen said rejected the Field bid because the company they, wanted an option on operation of a restaurant at the Douglas airport when it is completed and because the Field company was not one of the original bidders in response to city advertising early this year.

High bidders among the original leight, Archer were the Syrena controled by restaurant, State Rep. John Kluczynski, and the Lake Shore Service company, controled by State Sen. William J. Connors. The original bids offered 3 to 15 per cent of the plus the furnishing and equipping of 3,600 square feet of space on the first floor now earmarked for restaurant purposes and additional basem*nt space.

Hewitt Favors "Service" In answer to demands by aldermen that the contract be awarded to one of the high bidders, Hewitt said he believed it more important that the contract go to the firm offering the best service rather than to the one offering the most money. "The question should not be decided on the basis of high bidding," Hewitt said. "The city's percentage will go up with competitive bidding, but that means only prices to the public will be boosted proportionately."
