Meals on Wheels ensures that seniors have access to adequate nutrition even when family support, mobility and resources are lacking.

The Older Americans Act (OAA) funds critical services that keep our nation's seniors healthy and independent—services like meals, job training, senior centers, health promotion, benefits enrollment, caregiver support, transportation, and more.

Congregate meal programs provide healthy meals served in group settings. They aim to keep older adults healthy and independent, offer opportunities for social engagement, and connect people with other supports and services.

ADMINISTRATION & FUNDING

By design, the OAA Nutrition Program is a public-private partnership. Through a combination of federal grants and private dollars, state and local aging agencies – SUAs and AAAs – administer OAA nutrition services primarily through contracts with nonprofit community-based organizations (CBOs).

The $900 grocery stimulus for seniors is only a rumor that has its roots in a petition that was initiated in 2022 by the Senior Citizens League. The petition requested a one-time $1,400 lump-sum stimulus payment to help seniors cope with rising inflation.

For 2024 (counted as October 1, 2023–September 30, 2024), a two-person household with a net monthly income of $1,644 (100% of the federal poverty level) might qualify for SNAP. A four-person household with a net income of $2,500 may also qualify.

Services authorized by the OAA include, but are not limited to, family caregiver support, health and wellness promotion, job training, long-term care ombudsman, nutrition programs, transportation, tribal assistance programs, and programs to prevent and address elder abuse, neglect, and exploitation.

Individuals age 60 and over may receive benefits under the OAA but no individual is entitled to them. An individual who is eligible for Medicaid benefits programs may also receive services under the OAA; however, the State may not require that OAA programs fund benefits that can be funded by Medicaid.

The Programs of All-Inclusive Care for the Elderly (PACE) provides comprehensive medical and social services to certain frail, community-dwelling elderly individuals, most of whom are dually eligible for Medicare and Medicaid benefits.

The Senior Farmers' Market Nutrition Program helps older adults obtain fresh food from local farms, roadside stands, and CSAs at no cost. State Councils on Aging often administer the program, which provides farmers' market vouchers for eligible low-income seniors.

The Senior Nutrition Program (also known as the Elderly Nutrition Program) provides nutritionally balanced meals to individuals 60 years of age and over and their spouses. The program offers these adults the opportunity to live independently in their community by providing socialization and informal support networks.

Medicare. Medicare is a federally funded insurance program for eligible participants 65 or over. Medicare has two parts, Part A (Hospital Insurance) and Part B (Medical Insurance). Medicare does not cover 100% of all costs.

The OAA Title III C-2 Home- Delivered Nutrition Program provides nutritious meals, nutrition education, and nutrition risk screening to individuals aged 60 or older that are homebound due to illness or disability, or are isolated.
